Update, Thursday (November 17), 8:20 p.m.: The Interior Ministry of North Rhine-Westphalia has now also reported to the network disorder and warns: In an emergency, you may only reach the fire brigade and the police only via an existing landline connection or another network provider.
According to the report in the warning app Nina, the disorder in NRW primarily affects the operator Telefonica and the O2 network. Alternatively, as a data subject, you can send an emergency report, for example, via neighbors or surrounding petrol stations.
The Nora emergency app is also an option. The emergency call from the police and fire brigade should be kept free in any case.

Update, Thursday (November 17th), 17:22: Now Vodafone has also spoken out and announces that there are currently restrictions on calls towards Telefonica. The technicians would already work on a solution. Telefonica includes O2, Ionic, Beau and Oriel Mobile.

O2 announced on Twitter: There are currently possible restrictions on telephony in our network. Telephone calls in the 2G and 4G mobile communications and 4G are affected in the landline.
Telefonica Germany, which includes O2 and Ionic, further explains that there should be a disturbance on a voice server. The majority of the phone calls would be transmitted via other servers.
